The report suggested that Qatar was 'looking at serving south west England' which doesn't necessarily mean the same thing as operating to/from a south west England airport.
In the spirit of facilitating some sort of debate I put forward (in the Qatar thread) the option of CWL with the possible APD devolution as bait, albeit the current Westminster administration has backed away from devolving the power to the Welsh Government. I also said that BRS would seem the obvious choice (if Qatar was to set up operations serving the South West) because of its catchment size and economic make-up of the region it serves.
I went no further than that, hoping that those with perhaps more knowledge of the subject than me would weigh in.
