Hmmmm...Let's see....I do not think that HM Gov can foresee ANY likelyhood that HM Armed Forces will become involved in a manpower-critical conflict within say, the next ten years
. To that end, they are quite content to see manpower levels -25%. Overstretch is simply a cost saving. Sorry!
