It was in the other Airport magazine (the one for the public) from Key. It had a longish feature on LCY and indeed the Netherlands and Ireland were mentioned as reviewing preclearance. Given that the article was probably written a couple of months ago, things re SNN look more positive by now, apparently.
The article also included an interview with the CEO in which he talked about developing LCY into a transfer-friendly airport to allow more connections (I was surprised to hear that he mentioned that currently transfers were sometimes done by staff escorting transfer passengers from the airplane - is that true? Has never happened to me when I connected on BA). And he also talked about having a Crossrail station added at relatively reasonable cost to connect LCY and LHR and allow transfers between the two.
One other piece of interesting information was how many LCY employees live very near the airport (he was congratulating himself how important LCY is for the local community).
