LCY not really a valid comparison (from the point of view of people getting stranded) The last arrival is around 21.30 - Last DLR service over 2 hours later. Then there are night buses etc. Not far to central London in a taxi. So onward travel not a problem. Anyone wanting to hang about in the terminal would only be seeking a free night's accommodation.
