The risks of fire are so unpredictable and great, and the rapidity at which toxic effects can spread, is that the decision not to evacuate even with this 'safe' outcome is far worse than evacuating immediately before the option is taken away. BA in Vegas is a sterling example of how to do it properly. Singapore were lucky. Aviation does not need lucky.
