I would hypothesis that this is all about Essendon. I wonder how much the entire airport as integrated residential real estate development would be worth? This would appear to be a giant real estate deal.
Look at the latest CLARA proposal for the high speed train. The proposal is worth $30 billion to be funded by VALUE CAPTURE. The whole point is to bypass existing cities where possible for greenfield site (CLARA have already purchased options over, sorry too late to get in on the game). After you read through
