I am not sure I entirely agree with that - at least as far as UK goes. There are areas within UK where the police do not patrol and sharia patrols exist to keep control of areas which are exclusively muslim.
I blame UK leadership lack of moral fibre and running scared of the politically correct brigade. But, nonetheless, these areas do exist.
