Is that the case both in Europe and the US? (Since I'm mainly curious about ICAO and Europe phraseology)
Because to me it seems like, if they want you to use full length, ATC should specifiy it (?) and by saying "taxi holding point (and not specifying which holding point) rwy 01" seems more free and it seems like it's up to the pilot whether or not to perform an intersection dept.
But, I'm might well indeed be wrong.
