Belgium is not flexible, at ALL. I don't know what your contacts said, and maybe it changed, but just 2 years ago you had to sit the ATPL exams in 2 modules, sitting every exam in the module during the same week, according to their schedule.
The UK is what you're after, but you'll still need the complete your distance learning course at an EASA ATO.
