I can only speak to the A&P, but if by "convertible" you mean to present your ICAO license to the FAA and they "convert" it to an FAA certificate, then the answer is no.

And that is the same for any other type of license. There is no direct conversion to a FAA A&P.

Anyone wishing to obtain an FAA A&P must have the same experience requirements and pass the same tests. There is a slight difference in the process for foreign nationals vs. US citizens or resident aliens.
