But as has become usual as it is a Trump administration everything is viewed as unprecedented and extreme (even if it is a cut and paste from multiple previous administrations). Bureaucrats deliberately misstate the 'unprecedented' rules and then work to the rule of their 'pretend' misunderstanding. The effect of that work to rule is then laid at the door of the unprecedented action by the Trump administration...etc etc.
It all gets a little childish and tedious
