That surprised me some months ago looking at the SEMMS plans at one of the update presentations. There is to be no direct, junction-free route from SEMMS to the M56 as far as I know. What traffic lights are involved I'm not sure.
As a general rule in UK new road schemes are built to create congestion, or simply bump it further down the road.
There are countless examples of how brand new roads should have been built dual carriageway, but have been made single, with roundabouts rather than slip roads for junctions. It's the way we do things here.
