$2B overrun - so far - on a $5B contract. Not bad going. Perhaps Congress should ask who assessed the risk and the estimated costs when awarding the contract?
Ummmm, it is a firm fixed price contract. The only risk to the government was schedule risk, which was mitigated by penalty clauses in the contract. Boeing paid for all the cost over runs out of pocket, NOT the government.
