Bishkek can be hell on the approach, but in this case I doubt it was turbulence, the RVR seems on the "limits" and the missed approach is a right turn needing a hefty climb gradient. Like Katmandu, this will just be "pilot error", either attempting to line up with something other than the RW lights or botched GA, maybe executed too low to bulk the landing.
