Mr Gardner in his piece in the link you provide specifically mentions this is a problem for ALL UK airports...
Some years ago I had the misfortune to require assistance on a number of flights. I found the European airports to be extremely good & efficient - and the UK airports perfomance to be consistently poor, due, I suspect, to a simple lack of interest or consideration.
