i remember touring the AC maintenance back shops in YUL. It was visibly a dysfunctional work environment.

I have seen this in multiple shops around the world. The union convinces the work force they have a god given right to the work and practices creep in that make them cost uncompetitive.

My favorite was touring a 777 in SFO at the United Maintenance base with all the Biz Class seats full of sleeping workers. Shock and horror a few years later when the work went to China! Of course the union put up the usual call of the move being a safety risk.
