Agree entirely with Lon More.
The RAs are
not 'false' since the TCAS is doing what it is designed to do ... predict the closest point of passage and issue a resolution to make sure that the pilot does something about it to prevent a collision.
They can of course be considered 'nuisance' RAs since they do not take account of the whole story (cleared levels) and may affect ATCs plan, however we have to understand that the pilot needs to heed the warnings which may save his and others lives.
And of course the
PR which came with TCAS when introduced many years ago said that pilots will generally only deviate by about 400' before returning to their cleared level (hahahahaha
