read my link, I was a non resident for around 8-9 years and did not do your 1 or 2 points.
It has jack to do with Medicare (a citizenship issue not a resident one) or if you vote or not being a citizen.
It is solely if you are a "resident for tax purposes" if you pay tax or not.
