Think of atc as 'traffic police'. they are there to enforce regulations.
I can only say that most major ATC & Flight Planning systems around the world
do not check the "endurance" field against regulatory requirements. Only simple syntax and semantic checks are performed. ATC is not there to
enforce regulations. That's the job of the regulator (XAA).
