As for the woman running near the #2 engine. I am a retired pilot from a major airline in the USA. Unless the ramp was contaminated or MEL factors had to be considered, we would shut down the #2 engine during taxi so the ramp guys could expedite the baggage offload. Wheel chairs and baby strollers etc.
