Surely the council mentality is still alive and well but there is perhaps a sign of less in the way of parochialism and a recognition that MAN should no longer be touted as a purely regional asset.
I don't know either way, but what brings you to that conclusion? There are some aspects of business life that are too readily ascribed to council/civil service mentality that are in fact equally prevalent in large long standing businesses. Having worked for 2 very large companies, despite the fact that they were run out of different continents they showed many attributes that can also be shown by the public sector.
