Hi Lantirn,
look the approach below, last page 33, circling NDB procedure.
You don't have to circle, you go straight in,
Please explain how you interpret "STRAIGHT-IN LANDING - NOT AUTHORIZED"
and being 2,500 ft at 3.9nm for a straight in is a stabilised approach.
