1. Yes, the hours count. Hours never expire. Don't worry about it
2. I'm no instructor, and not 100% sure, but I think an LAPL is fine. I believe you're limited to MTOW of 2000kg instead of 5700kg. Doubt you'll find many hobby pilots flying those around!
