There was formerly a CAA reg (not EASA) that prevented a certain seat pitch from being implemented and thus 180Y wasn't achievable for UK airlines.
That clearly no longer applies as EZY have 180 on their A320s.
Incidentally BA still have some way to go as the Type Certificate now has provision for up to 195 seats.
