Yes, as discussed in the Heathrow thread, LHR have announced that they are ready to magic up an additional 25,000 ATMs in the short-term, conditional on approval for R3, with 21 daily slots being "ring-fenced" for domestic routes. Whether those routes will include LHR-JER is of course up to the airlines and not the airport.
