The MSA used to be considered for use in emergencies only. This is no longer the case, and is now based on a significant point, not necessarily a radio navigation facility. If it is based on a radio navigation aid, reception is not necessarily guaranteed to 25NM.
One wonders if the PRA VOR/DME would be received to the N & NE since there is already an issue with SLL reception in that area.
