No you are absolutely right, an airport can't refuse anyone outright, the best they can do is put them at the back of the queue for the better facilities and refuse them discounts.
In the big picture though who is more likely / more capable to deliver the big passenger volumes long term - FlyBE or Ryanair? so it's a tough choice for an aiport managment.
... so on the one hand you have the Flybe deal with state aid written all over it and Ryanair's legendary hard bargaining. Who says the management (read Welsh government) don't call the shots on who goes where?
