Leeds Approach: To say LBA is far from ideal when we are comparing LBA with LEA- there's no comparision --- LBA is way ahead in all aspects. As for South Yorkshire not using LBA is nothing to do with it. Will Bradford consider using LEA over LBA -I doubt it.
