Actually there is seniority. So long as you qualify for the upgrade (CUSP) then the longest serving suitable person is upgraded. You know about this thou I think
The funny thing is that most current staff haven't done the math on how the new upgrade system (read promotion system) would apply to a new type! But you must qualify...
