To spend all that money required then run it down as a business would mean the buyer saw SEN as a threat. Even if the airport achieved all its ambitions it could never be a significant threat to any major airport operator or airline.
As for wanting the land for development, that would be a very long term game, and anyone interested would know there are cheaper options to the south and east of the airport.
