If he is complying with the law from 2010 he is taking his time.
Do you imagine he could do it in just 5 minutes? The Nigerian pilot ab-initio training programme has been running for a number of years and Bristow has paid to train more helicopter pilots than any organisation (with the possible exception of the Nigerian Air Force - and I'm not sure of that).

Yes I'm sure that the overall level of experience will go down, but it is difficult to balance the company's best interests and the legal responsibilities placed on it by the Nigerian government.
