In answer to the OP question, yes they will. Many people are surprised by this, but if you don't ask......
They will give you a routing to follow and a max altitude on their QNH.
If you transit the Luton corridor on your way down, and tell them your intentions, they may give you a direct hand over. This helps alot, as City then expect your call and you miss out calling the busy Farnborough crew.
Last time we did it, we passed abeam the eastern end of the runway. Have your camera ready for some nice shots.
Both City and Luton Couldn't have been more helpful tbh. Not tried it 'tother way.
