We have no Dispatcher license here, as per CAAS, either you have had to have already taken some of the Pilot ground school classes or your new airline employer can provide it to you along with on the job training. Some of the low cost carriers are always looking for "Operations Controllers", load masters, etc that eventually lead to dispatch. Suggest you try your luck, some others entered on tourist visa from India / Sri Lanka and walked in with applications, made lot's of phone calls and got hired.
Once hired, employer will get you an Employment Pass (EP) via Singapore Ministry of Manpower (MOM). If you make at least S$2,400 p/m, or $2,700 with dependents, you can then apply for Singapore Permanent Residence (
PR) after being here a year or so. If you have a University Degree, other than BCom, then you have 50/50 chance of getting it on your first attempt.
