As a Jerez student, I can definitely confirm that the IRs are issued by the UK CAA.
Some talk of that changing in years to come but certainly not this year or next.
Just to add a number to the pot, in 2003 Jerez will be responsible for no more than 50 new IRs. Next year possibly double that but more likely 80-ish.
