Here's a good dodge from long ago to get around isolated bad clusters.

Create a primary (or secondary) partition up to the bad clusters. Now create a secondary partition spanning the bad clusters. Then create a secondary (or primary) partition after the bad clusters. Then delete the partition containing the damaged clusters.

But when modern HDDs start whimpering it's usually best to bin 'em.
