First of all, IATA is a trade association not a regulatory body so anything they issue in the way of a diploma is nothing to do with being a pilot.

You need to look at ICAO who are the global regulatory authority (a specialised agency of the UN). Beneath ICAO there are other bodies such as EASA and then the National Aviation Authorities (NAA's) who issue licenses.
