I am trying to figure out if the conscripts are supposed to turn in their underpants after their term of service, or if these are considered a non repairable, or non reusable item in the Swedish supply system.
General wear and tear is where I'd bet, but perhaps the Swedish soldiers are so good looking that they are constantly exposed to the risk of panty raids.
