So let's project forward to the airport handling 30m passengers, a 20% increase, and as things stand a 20% commensurate increase in traffic. Unfortunately, Amazon will then be operating next door with lorries trundling up and down the M56 at max 56 mph. Yes, the motorway will be upgraded to smart status but that only gives a brief respite and one breakdown throws it into chaos. I don't have an answer, although the elephant in the room is probably to end free drop off. I note LCY charge a minimum of £4.50 for 15 minutes......
