I suspect that the nature of MAN's catchment area plays a part - a lot of pax are coming from leafy Cheshire etc, and even if buses were free they probably wouldn't be used. LHR and LCY (to take a couple of examples) are different as a lot of their pax are coming from within the Greater London area (it being so huge) and so it makes more sense for them to use public transport, especially as the concept will be more ingrained due to the congestion integral to driving anywhere in that area.
