If has stopped it has stopped fairly recently as I used it last summer and TP express says on the subject "Terminal 3: approximately a 7 minute walk. A frequent shuttle bus operates from outside the train station and outside the arrivals hall of Terminal 3."
Personally I feel there a few airports as well connected as MAN in the UK, it's public transport connections are excellent. You can lay on all the public transport you want, but folk going on holiday with numerous cases in tow will never find the tram, train or bus as easy as car or taxi.
