I read it as the Threshold of RWY 07 is 87 feet above mean sea level. The Airport Elevation is 119 feet amsl. This being the highest point on the maneuvrering area. Then the Threshold of RWY 25 is 76 feet amsl. This is borne out by the minima of the approach alongside.
In other words the runway is not level
