There are some good comments above. Manchester has the worst percentage use of public transport for any airport with heavy rail except Newcastle(and worse than some without rail links at all). It is entirely within their gift to improve accessibility from the station to the three terminals, be it by regular interconnecting bus or ensuring that all travellators and lifts are operational. It's a will issue rather than a skill issue. Does the TP include any specific comment regarding the improvement in public transport usage?
