I agree with the free access. The way it was put to me was, they (hospital) were quite happy to provide copies, just the means of transmission, perhaps they don't like sticking that stuff in the post and it would be delivered by NHS courier to an NHS address or electronically. I didn't feel I was being stonewalled.
