People in their 30s (and 40s) do get regularly accepted. Airservices are not ageist.
The quote re the success rate is absolutely correct though. A big part of the learning is developing the right mindset and 'instincts' which becomes more difficult with age.
The adage,'You can't teach old dogs new tricks' is very true.
