I gather this is for learning the language, in which case you could try
NRK TV. Most content won't be available outside Norway, but perhaps you can find a VPN service that works for you. Would be a lot cheaper per hour than buying movies, I guess.
If you do find a way, you'll find that live streams and recordings of live broadcasts (news, sports, etc) will not have subs available online. Most other stuff will have subtitles available though, and there's an icon down by the volume icon in the player for toggling subs on/off. You'll also find a static transcript on the "teksting" tab below the player. Norwegian productions are in Norwegian, obviously, but even many foreign language programmes like documentaries, nature shows etc. will be narrated in Norwegian.
