What are you talking about? When did you last have to remove items from luggage arriving at T1 Border Control?
Perhaps you are less familiar with the airport operation than I gave you credit for. Staff are deployed to keep the queues moving at security (outbound) and border control (inbound). As a departing passenger
you do need to remove items from your luggage and these staff facilitate that process. Those at border control divide queues into appropriate channels and assist with use of e.passport cubicles. I can't comment on the individual you encountered, but I have always found the queue-combing staff at MAN very pleasant and helpful.
