Sounds like a race to the bottom to me.
We cut our tax rate to lure business away from Singapore, Ireland, etc. so they cut further to keep them. We can't ALL have the lowest tax rate.
Who wins in all this? Multi-national businesses!
It's a zero-sum game. You are not growing business, just trying to steal it from another country.
