How it used too work;
ATC get a call requesting an extension of hours and as they are contracted to work a "reasonable amount of overtime" the answer is usually yes. Overtime is paid hourly at 16 mins past each hour and if its a decent extension a local take-away is ordered. ATC have turned down extensions in the past but rarely for home based A/C unless, as Eastern said, there's already a plan.
