No - the guy (John) that went to TSB isn't licensed (Pilot or ATC, etc.) as far as I know.
I don't know of many consultancies out HFX way that do aviation or CRM (but I may just be showing my ignorance

). There's a lot of work with the Navy, but then you'd expect that.
Maybe you could get in with one of the (two?) bidders for the new helicopter. A lot of it will be done in Ottawa, but the practical stuff (testing and evaluation) will probably be done in Shearwater (again, I may be wrong). Maybe it's even worth trying to get in with the project office in Ottawa:
