I have not flown into Dublin for some years now, but I remember on one occasion the vis went down at short notice, we had to hold for about 15 mins. while the airport was inspected to allow Cat 3 operations.
All the boundary fences and gates have to be checked and the ILS sensitive areas inspected and at 5 in the morning there is probably only one Ranger to do this.
